Summary:
Despite 20 years of evolution of our political system after 1997, there is still no consensus in Hong Kong on the role of political parties, an institution which is at the heart of liberal democracies world-wide. How would Hong Kong’s unique political system work, and where it is heading, in light of the constitutional framework of the Basic Law and local legislation and the interplay of party politics since the 1980’s (when political parties started to contest for seats in the legislature) – this is at the heart of our constitutional uncertainty, and likely to have impact on the further development of our electoral framework for the Legislative Council and the Chief Executive position.
